#101: Windows Camera detection Bug in non-english systems

In non-english Windows XP systems, some times webcam device name have a
name with tildes or other non ascii characters.
In this case video device don't work.
ie, my case:
video device name: "Dispositivo de vídeo USB" don't work, and when I've
changed his name in all registry entries to "Dispositivo de video USB" the
camera wonks fine.
Note than i in "video" have a tilde.
