Please use the QuteCom mailing list for future post.

You should not use mingw.
Do not use QuteCom RC3, it is very old ... do hg clone 
http://hg.qutecom.org/qutecom-2.2/ to obtain a recent copy.

You should use Qt and Boost build for your Microsoft Visual version.
Current build of QuteCom uses visual 2005.

Also you need Microsoft Platform SDK  and Microsoft DirectX SDK ( see 
http://trac.qutecom.org/wiki/HowToBuildFromSource )
