Having read around this, the kernel developers who removed the code expected there to be a userspace replacement compat layer for v4l2. The appropriate header is now libv4l1.h, which is packaged in libv4l-dev. I've forgotten a lot of my cmake mojo, but hopefully I will have a patch for this & get a build ASAP.
