qutim doesn't respect $XDG_CONFIG_HOME

Bug description:
As http://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html
says, applications should store their settings under directory defined by
XDG_CONFIG_HOME environment variable (defaulting to $HOME/.config if not set).
qutim on unix currently ignores XDG_CONFIG_HOME and always uses $HOME/.config
