I usually take a power plan and munkey with it to my liking.
All devices are always on highest power.
Nothing ever turns off and fast startup is always off.
One thing I never do is leave things at default if I can help it.
And where I can as long as it never effects things I do remove extra layers.

Not a QWS problem, but QWS of course heavily relies on the system
clock being accurate and without glitch.
Fix whatever's causing the CPU to peg, you've fixed your QWS problem.
