I have no idea why QWS will automatically close. I cannot think of
anything that would make the behaviour change if you don't have a config
file either.
The most likely possibility is some conflict with a MIDI port. So try in
the Ports dialog turning everything off and then restarting. You'll
probably get a message that there are no available MIDI ports.
Then go back in and turn one port on and continue restarting.
That's again, just a guess.
Just as a side issue, I assume you are aware what Windows does with
locating INI files nowadays if you install a program in "C:\Program
files (x86)" etc? They may be "virtualised", that is, moved to your user
profile folder under Appdata.

Patience. QWS isn't abandoned. James has just been focused on something
else for a bit. He's got a long list of suggestions for improvements. (I
know, I wrote several of them from experiences with other sequencers and
regular use over time) But it's a one person shop.
What would help is as much information as possible about what's
happening. I prefer to let those having the problem ask elsewhere
because they know what's going on with their system and the problem and
they can implement fixes suggested far faster than I can. So it'd be
good for someone having this problem to go to one of the What's App
groups or the Midimag lists to ask there.
And though some programs can run into snags with later operating
systems, that's not always the case. For example, Cardfile, a Windows
3.1 accessory, still runs on Windows 7 and I suspect will still run on
Windows 10. Hammerhead, a beats creation program, also still runs fine
too. It's not a universal truth that legacy software is always
abandonware.

It's painfully obvious that QWS is getting old. And, newer versions of
Windows don't like old software very much!
Since QWS is not actively maintained. I guess its time to find a new
music/MIDI creation software. But! REAPER is not the answer because it
is too complicated to use. And, there is no real good simple alternative
to QWS to be found!
It's very sad to see a good piece of software grow long in the tooth!
Developers of open source software have the very bad habit of falling
out of love with their software/projects! So, QWS will at some point
stop running on any computer. So, once again blind people get kicked in
the teeth!
Sorry this is not helpful at all. But, maybe, at some point someone who
wants to keep QWS alive will read this and decide to keep QWS going!
