Hi Jeff,  The power on switch is a simple microswitch mounted on the frame
of the rotary function switch.  There is an arm  that presses on the micro
switch button to turn it on.  Sometimes the mechanism just needs
adjustment, but the  microswitches do get stuck in on.  There's a picture
of the back of the front panel in the TM-11-856A on page 114 and in
TM-11-5820-358-35 on page 79 that shows it a little.
