I agree with Tom at 100%.
Remember that you cannot perform the "Trimmer Adjustment" (6.2.9 of the Y2K-R3) 
properly while being "connected" to the 2nd Xtal osc. output (monitoring it) at 
the same time.
Frequency deviations of the 2nd Xtal oscillator outputs are harmless as long as 
they fall within the adjustment range of the Zero Adjust.
This is how the R-390A was designed initially and having to readjust the "Zero" 
when changing frequency bands is just the way it works.
