Why did you think this was an error in R? This is an error from a *system* header file about a missing *system* header file.
It look like on your system libpng-devel has been installed without its dependency zlib-devel. In all the years this has been in R we have never encountered such a system, and RPM management is supposed to prevent it happening (see below). You can work around this by altering src/include/config.h to not define HAVE_PNG. Please seek help elsewhere about fixing your OS (which is no longer supported by RedHat, of course).
