Like all other sets I know of they appear to lack g77 and so are 
inadequate to make R.  (Also, their mingw-runtime is well outdated.)

The xmingw-build scripts now available on www.mingw.org make building a 
cross-compiler almost straightforward (although I suspect the important 
changes are to the source tarballs).
