Hi,

the R CMD build script is using 

    if($WINDOWS) {
        ## workaround for paths in Cygwin tar
        $filepath =~ s+^([A-Za-z]):+/cygdrive/\1+;
    }

which does not work if the build environment is a MINGW.
I have added the patch below,
