Perhaps you mean ftp://ftp.stat.math.ethz.ch/Software/R/R-devel_2008-12-03.tar.bz2 ? In which case see the README in that directory for how to report a problem.

Maybe because these tarballs don't contain the symlinks that are
normally defined in the src/library/Recommended/ folder?

Maybe, in which case running tools/link-recommended will fix it. Works for me with the snapshot mentioned above.
