Yes, as the package says, GEOS 3.2.2 is required. But GEOS 3.3.1 does work on many platforms (see the CRAN check summaries for proof; and I also have a Mac OS X build up).

This really isn't the appropriate list: talk to the maintainer or use r-sig-geo.
