CRAN is not a single operation: it is a repository for packages, a
website, an ftp and rsync server, a set of mirrors, a distributed check
farm .... Many aspects, e.g. the task views, binary packages, are
delegated.
'Who is CRAN' implies a single person, but hundreds of people help
operate the services. The instigator (in 1997) and prime mover is Kurt
Hornik (but you knew that).
