Yes, I think that would be a good idea if you really want to support Suggests.

If it's not available on the build machine and it is available from BioC as a 
binary then let me know. I'm normally installing BioC dependencies that are 
available (but not necessarily Suggests). In the case of graph it could be that 
is was not available at the time but have become available later. If it's not 
available as BioC binary then it may be worthwhile checking with BioC folks if 
there is a reason for that.
