I haven't seen a response to this, so I'll give some general advice.
You need to give more details before you'll get an answer. As far as I know, R Core doesn't have an AIX system to test your patches on, so the patches need to be obviously safe and trouble free. If they're not, then I think R Core would be very reluctant to accept them. They don't want something that will interfere with future changes, and they probably don't want something that will make it look like they're supporting AIX when they don't have the resources to do that.
So the path forward that I'd suggest is that you should put together some of the simple patches and submit them to the bugs.r-project.org site. You may need to follow the instructions there to get write access first if you don't already have it.
