Makeinfo >= 4.0 is required to build R's documentation under Linux, and to cross-build you have to be able to build R. The INSTALL file does say you need makeinfo (and I will add a version requirement).
That applies to 1.6.2beta (and 1.6.1) as well, but in those versions a current rw-FAQ.html is shipped so you only need makeinfo to re-make the file. Texinfo 3.12 is really rather old.
