You don't, unless you mean for your own private copy of R (which I guess you don't as you mention CVS). Only R-core can alter the distributed R sources. You can request R-core to make an addition, but that needs a reasoned argument (including why all of the existing categories are inappropriate). Note that `keywords' is a misnomer -- these are really categories.
