What about using Cafe Press (http://www.cafepress.com) ? I've not used their CD facilities myself (though I've bought other stuff from stores they host), but they claim to produce actual CDs not CD-Rs and their prices are fairly reasonable for a service that is basically one-off---US$4.99 w/o jewel case US$8.99 with assuming no markup by the R Foundation (whom, I assume, would be the recipient of any markup).

Using Cafe Press also makes it easy to make T-shirts, baseball caps, beer steins, whatever. They can also do books, oddly enough. The only thing I'm not sure about is how Cafe Press would deal with the Foundation being based overseas.

I was actually thinking along the same line. How about a `live'
installation with Windows binary (including contrib packages)? I know it's
possible for Windows (running live from CD). Maybe the same can be done on
the same CD for other OS's (Mac and Linux)? How about T-shirts and baseball
caps?

Just my $0.02...

Other responses to this were along the lines of "how to buy a cheap
CD," which may not be the way to think about what you are
asking. If
the R Foundation were to sell an "as is" CD snapshot of some part of
CRAN, how much would you be willing to pay for it?

My organization has a policy against "installing software
downloaded from
the Internet." There is a waiver procedure, but it is difficult and
lengthy. It is much easier to get approval to purchase
software, even if
it is a CD copy of open-source.

However, a search on r-project.org didn't seem to show any
way of obtaining
the distribution in this way.

Any clues would be appreciated!
