This is not a bug. Please read the R FAQ and the posting guide (http://www.r-project.org/posting-guide.html) re. what a bug is and how to report bugs. It is supposed to do what is documented. ?spec.pgram tells us that plot.spec() does the plotting. And ?plot.spec tells us that "conventional log scale" is used as the default. You can explicitly set the argument log="dB" in order to apply the 10*log10() transformation.
