The idea behind "was": instead of using ~/.R to put anything R-specific, se use ~/Library (~/Application Support would have also been acceptable).
But we are working on that these days to allow more flexible library tree specification from the GUI directly.

which looks quite intentional, and looks like it was done for 1.9.0.
I suggest this section is conditionalized on
if(!length(Sys.getenv("R_LIBS")) { # note the simpler form! }
since presumbably the intention is to have a local library tree for
install.binaries() to use, and it is wrong to override the standard system
setting via R_LIBS (which has in fact been ignored).
David: edit library/base/R/Rprofile if you want a quick fix on a binary installation.
