RDCOMServer is part of Omegahat not R. Were its mailing lists operational that would be the appropriate place, but they were down last time I looked.

A few of us have tried to compile RDCOMServer and been put off/stumped by its non-standard features (it refers to the source tree, for example). After a number of changes I had it working rather minimally.

I think you need to talk directly to the package maintainer, as the R FAQ and the posting guide advise.
