You are using WIndows (unstated).  There is a binary available, and using

1) Packages | Select repositories  & select Omegahat
2) Packages | Install packages     & select Rstem

works for me.

The downloaded packages are in
       C:\Documents and Settings\Milheiros\Definições

 installation of package 'Rstem' had non-zero exit status

Please read the 'R Installation and Administration' manual and install the tools that it suggests.
