I assume that you are using the GUI version then.  There are a couple of ways 
you can do this.

1.
With R running click on the "Edit" menu, then on "GUI preferences" and a new 
dialog box will pop up.  At the top choose the SDI radio button. Save the 
settings, quit R and restart.

Now every window (terminal, graphics, script, etc.) will be in its own window 
rather than embedded in a single bigger window, just drag the graphics 
window(s) to the other monitor.

2.
Install one of the cairo packages and use the cairo graphics device.

This has a separate window for the graphics that can be dragged to the other 
monitor.


There are probably other ways as well, but those 2 should be  fairly straight 
forward. (I have not tested them on windows 7, but they should work the same as 
on other windows versions).
