I'd suggest you read the documentation on Fstats by typing ? Fstats
in your R window. You'll note that from/to are not "time" arguments but rather indices of the object being passed in. This is the source of your problem: the documentation also suggests that if you pass from a two-value vector it will work with it as a time series. That might be what you are looking for as well.
