(1) That is not a 'web server': remote MySQL connections use TCP/IP but not 'the web'.

(2) This really is not an R question. Try another client until you get the DSN right (and likely you need to talk to the server administrator, since quite likely you do not have permission to do what you are trying to do. And R-sig-db would be the appropriate R list, if any.
