It would appear that the package was archived last year due to a failure to abide by CRAN policies with respect to Java sources: http://cran.r-project.org/web/packages/colbycol/index.html There are older versions of the package source tarballs in the linked archive that may or may not work. It looks like the package has not been updated in over a year, so there may be associated issues and you may be better off contacting the package maintainer (http://colbycol.r-forge.r-project.org) to see where they stand on package updates. Presumably the CRAN maintainers have already attempted that without success or without a commitment to keep the package compliant with CRAN policies, hence the archiving.
