It would appear that the package was archived last year due to a failure to 
abide by CRAN policies with respect to Java sources:

  http://cran.r-project.org/web/packages/colbycol/index.html

There are older versions of the package source tarballs in the linked archive 
that may or may not work. It looks like the package has not been updated in 
over a year, so there may be associated issues and you may be better off 
contacting the package maintainer (http://colbycol.r-forge.r-project.org) to 
see where they stand on package updates. 

Presumably the CRAN maintainers have already attempted that without success or 
without a commitment to keep the package compliant with CRAN policies, hence 
the archiving.

You might want to look at the HPC CRAN task view to see if there are any 
alternatives that would work for you:
