You need to distinguish between an object and printing an object on console.
When you print an object you can use several options for formating.
?sprintf, ?formatC
> formatC(t(a), digits=1, format="f")
[,1] [,2] [,3]
count "1.0" "2.0" "3.0"
rate "16.7" "33.3" "50.0"

Also when you transpose "a" the result is not data frame but matrix.
> str(t(a))
num [1:2, 1:3] 1 16.7 2 33.3 3 50
- attr(*, "dimnames")=List of 2
..$ : chr [1:2] "count" "rate"
..$ : NULL
> str(a)
'data.frame': 3 obs. of 2 variables:
$ count: num 1 2 3
$ rate : num 16.7 33.3 50

osobě, kterou adresát zastupuje, předloženy nebo jejich existence je adresátovi
či osobě jím zastoupené známá.
