I have tried 'dodge' but not working correctly.

If you want faceting, a square grid can do it.
ggplot(tmp, aes(x=Region, y=ProductLineID, fill=Region)) +
geom_bar(stat = "identity") +
facet_grid(InOutFlagAlpha ~ ProductLineFlag)
