Perhaps the following might work:

# defining a function
is.installed <- function(mypkg) is.element(mypkg, installed.packages()[,1])

R> is.installed('MASS')
[1] TRUE

R> is.installed('base')
[1] TRUE

R> is.installed('ROCR')
[1] FALSE
