In this case, I think layout() is required:

layout(mat = matrix(c(1,1,2,3), 2, 2, byrow=TRUE))
layout.show(3)

Or, if you want all three graphics to have the same width:

layout(mat = matrix(c(0,1,1,0,2,2,3,3), nrow=2, ncol=4, byrow=TRUE))
layout.show(3)
