Before everyone re-invents the wheel: All current versions of the S language (including R for several years) have the generic function all.equal() with a method for simple numeric vectors (but with many other methods too).
The point is that you need a *combination* of relative and absolute difference. Look at all.equal.numeric() if you want to learn ..
