I am not sure if this is a proper way, but here is what I did recently installing consecutive alpha and beta releases of 1.8.0 on a Win2000 machine: (1) I uninstalled previous version using the uninstall provided with R. This leaves all the additional packages in the library folder (2) I reinstalled the new version into the same folder structure.
The problem might be that some 1.7.1 packages might be different from 1.8.0, so it might be safer to reinstall them from CRAN.
