Try reading the ReadMe = @ReadMe file in the /bin/windows/contrib/1.8 directory! That points you at the check or last directories.
Hmisc is failing Rcmd check under Windows, and Design depends on Hmisc. There is a compiled Hmisc in 1.7/last you could try.
