I'm very impressed by your intuition (or memory). That's exactly where the problem was.
so you might be needing
ncurses-5.2-28
I already had this one installed. Not sufficient.
ncurses-devel-5.2-28
But not this one. Once it is installed, evrything works fine and I have a readline-enabled R version.
(not sure you really need the last one, but...)
It's really needed.
