Thanks. I changed TMPDIR and TMP to c:\Temp. But "Rcmd build" failed again. This time the problem is the path of "make". Although I put C:\bin in front of path but "build" went to $R_home/bin to find "make". "Rcmd make" was succesful before. I think the path is still not correct.
