When you do "latex" from the command line (Run -> cmd), what does DOS say?
Maybe latex isn't in your PATH.

I was printing a matrix to a Latex File.  This worked fine in Version 1.8.
This is from Version 1.9.0 for Windows.

Any suggestions would be much appreciated.
