Hmm. The binary package for Windows is corrupted. Something went wrong during the build of the binary package. A working one will appear on CRAN master tomorrow.
Please reinstall in a few days when the file has been propagated to your mirror.

PS: Also when I look for the help files using help.start(), it answers me: "Could not open file" file://localhost/E:/rw1091/library/Rcmdr/html/00Index.html
