Martin forgot to point out that you are talking about a *package*, not a lib.

Use any ftp client, specify the address, login as anonymous and upload the file in binary mode. That's all.
Mozilla 1.7.x as well as a couple of other browsers are capable of FTP uploading these days. Just browse to the URL and click on file-upload file.
