Colin,
Rdbi provides generic methods for working with databases. It requires a driver for a specific database, as well. Therefore, you will need to download and install RdbiPgSQL, also.

Seems like the packages aren't installing properly. I installed DBI from a zip file and rDBI from bioconductor.
