Yet another approach which I just remembered is that (if on Windows) MS offers a program called Tweak UI: http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx as part of their Power Toys add-ons. You might want to review that to see if there is a setting for the handling of new window focus behavior.
