Rename the library subdirectory in your new installation to something like library.new. Copy the library subdirectory in the old distribution to the new installation. Copy the contents of the renamed library.new to the the directory copied from the old distribution. You should then start your new R and update packages from the menu. Check and ensure that you have not enabled automatic loading of packages in /etc/Rprofile.site (eg to run Sciviews or similar) For further information see the Windows FAQ.
