R is released under the GNU GPL licence version 2. You can read the licence online here: http://www.gnu.org/copyleft/gpl.html As such R is free (as in beer) and you can install it without paying a fee. The source code is also free (as in speech) and is available from www.r-project.org as are pre-compiled binaries for various systems. You are however bound by the GPL licence and you should evaluate the implication of the GPL for the use you/your employer has in mind.
