You might find the 'arm' package useful. For a good introduction to heirarchical modeling, using 'arm' and also WinBUGS and R2WinBUGS, read Gelman, A; J Hill 2007. Data analysis using regression and multilevel/hierarchical models. Cambridge University Press.
