The answer to your question depends a bit how you are making use of RDCOM: the R interface is via rproxy.dll, and that recognizes R_HOME. This is also mentioned in the installation instructions for the server. So I would expect setting R_HOME in the appropriate environment to allow you to choose which R to use: it used to work some years ago.
