Apologies for out-of-thread reply.
The only feasible solutions are to maintain an off-CRAN (say drat)
repository with binary packages you have built yourself, or use the
existing CRAN infrastructure (rwinlib for Windows, etc., for which the
rgdal, sf, gdalUtils, and other package maintainers are very grateful).
Please do provide links to your source repo - it is possible that you are
wrong about the changes needed to your code - you need to motivate your
assertions.
