The package source code is also there. That DOI doesn't appear to be valid: for example, the doi.org resolver doesn't find anything for it (see, e.g., http://dx.doi.org/10.1002/insr.12087) giving the error you report. If you go to the publisher's page for the paper [1] they give a different DOI -- 10.1111/insr.12087 -- which seems to work just fine. I'm not sure why the DOI on your copy is not working - it does seem to go against the whole idea of DOIs...
