Where/how did you find that? Googling for tcl8.5 lenny lead me to http://packages.debian.org/search?keywords=tcl8.5 which itself leads to http://packages.debian.org/lenny/tcl8.5 suggesting that a simple sudo apt-get install tcl8.5 tk8.5 would do the trick.
