This would be one possibility, indeed. Though X has become rather sophisticated about auto-detecting GL which would make we wonder a bit. I presume that some library is missing. Is the game neverball working for you? Does that install libgl1-mesa-glx | libgl1 or is it allready installed? What about BALLview, does that start? Please give those programs a try and if they work then try rgl again. If the error persists then this will certainly cause some head scratching. If not, then the dependencies are incomplete.
