Don't worry. Denis Mukhin (author of package) gives me a solution. Consists in instead of R CMD INSTALL "name of package" use
R CMD INSTALL --configure-args='--with-oci-lib=/usr/lib/oracle/11.2/client64/lib --with-oci-inc=/usr/include/oracle/11.2/client64' ROracle_1.1-1.tar.gz and maybe copy (at least for me) copy or link lib files on /usr/lib/oracle/11.2/client64/lib to /usr/lib and then use R CMD INSTALL --configure-args='--with-oci-lib=/usr/lib/oracle/11.2/client64/lib --with-oci-inc=/usr/include/oracle/11.2/client64' ROracle_1.1-1.tar.gz Anyway, thanks you.
